Rick Smith

Richard I. Smith is a consultant who works with life sciences companies on public policy issues. He is a past Executive Vice President for Policy and Research at the Pharmaceutical Research and Manufacturers of America (PhRMA). Previously, Rick was Vice President, Public Policy and Research at the American Association of Health Plans (now America’s Health Insurance Plans); Vice President, Health Policy at the Association of Private Pension and Welfare Plans (now the American Benefits Council); and Director, Public Policy at the Washington Business Group on Health (now the National Business Group on Health). Mr. Smith is the principal author of two chapters of The Managed Health Care Handbook, 4th edition (2000). Other publications address disease management, the Health Insurance Portability and Accountability Act, and defense procurement policy. He has testified on health policy issues before several House and Senate committees and presented in many other settings. Rick holds a J.D. from the University of Maryland, an M.A. in Political Science from Johns Hopkins University and a B.A. from Wesleyan University.
